Press Release: Nigeria Third Party Monitoring Project (NTPMP) awarded to Navanti

Press Release, Washington, DC, October 10, 2024: The U.S. Agency for International Development (USAID) has awarded the new Nigeria Third Party Monitoring Project (NTPMP) to Navanti Group to provide a broad range of technical assistance to USAID/BHA. This is Navanti Group’s first award on the OASIS vehicle.

Navanti’s support will include independent, verifiable, primary data regarding the outputs and quality of USAID/BHA/Nigeria’s humanitarian assistance activities through comprehensive third-party monitoring (TPM) to ensure USAID/BHA has sufficient information to carry out oversight of implementing partner (IP) activities as well as provide for evidence-driven learning. USAID/BHA will use TPM information provided by the NTPMP to identify issues and challenges related to the delivery of goods and services, potential large-scale aid diversion, accountability to affected populations, and to make real-time programmatic adjustments that inform future programmatic decisions and designs.

“As a small business, we are excited to expand our relationship with USAID, and MSI as our subcontractor” said Fred Payne, Navanti Group, Chief Executive Officer. “Through incremental growth on development projects, learning-by-doing, and a focus on building our internal monitoring and evaluation capacity, Navanti has gained the trust of USAID to carry out this important work.”

Navanti has engaged in qualitative and quantitative data collection related to public health, security, governance, community cohesion, and food security in Nigeria since 2012. Navanti’s work has covered areas hardest hit by the humanitarian crisis, and has focused on empowering local voices and perspectives as a core component of creating actionable analysis linked to USAID’s Mission. We have expanded this capability through performance on the USAID/Nigeria MELSA award received in 2021, where in addition to monitoring and learning efforts, we have carried out evaluations of agribusiness, public health, peace and democratic governance, and education programming.

For this NTPMP effort, our partner is Management Systems International, a Tetra Tech company (MSI), a global leader in innovative monitoring, evaluation and learning practices, which helps clients achieve program impact by integrating strategic planning, performance monitoring, comprehensive evaluations and research into a continuous learning cycle.
